i'd like to reiterate what was on the dpw report, that the encroachment is not an appropriate use of public right of way. there is no safe pass for travel of pedestrians separating them from vehicular traffic. ocean view village sits right behind that and a lot of people who live there take niantic to get to the bart station. the bay window is too low and leaves little or no room for emergency vehicles to access the properties on panama street, which i think if the city is concerned about safety, this is a very big issue and i think should be taken into consideration. yes, an error was made, but the city cannot allow this incompetency to be rewarded by a slap on the wrist. i think it goes to issues that affect the entire city and how things are looked at when errors are made and what the city incorporates. thank you. >> thank you. next speaker. if anyone would like to speak, i do see we have cards, i'm sorry, that was glen hatayama i also see there is steve ide and mark christianson. >> yes, my name is steve ide and i live in the neighborhood. i'm here to urge the land use and econom

we have dpw who did the design for the area. we have them with the living classroom and maybe it was going to be in another area but it's going to be here at the port of san francisco and had the help of a number of agencies and the parks department and keeping as gorgeous and welcoming as it is. this part was not a park for long. originally this was supposed to be a terminal and imagine if we can containers stacked around here. instead we have a place for humans to come and enjoy, dogs to come and enjoy, the children come and learn about the natural habitat about one of the areas that is best weather wise and we are proud to reinvent ourselves and use our ability to make it all better. i would like to thank the mta with their vision and the blue green way on cargo lane and of course last but not least the park of rec and park and without them we wouldn't be here today having this great celebration and i hope you come back with your dogs, with your families and picnic and enjoy yourself very much so thank you again. it might take dpw hours to get out there. they don't have enough enforcement staff and the food truck is gone already and if they do catch the violator and issue a notice of violation, those are very challenging to enforce. so what this legislation will do is authorize mta and parking patrol officers on behalf of dpw to issue a citation to a food truck that is violating its permit or has no permit and pos are a little bit more effective than in some other city enforcement functions and quicker in getting out there and enforcing and the ticket can then be enforced through dmv through the vehicle. so it's a much more effective way of enforcing. commissioners this package of legislation resulted from more than a year of work with various stakeholders and interested parties who were often in conflict. we did our best to navigate a middle path and to take fevering into account and come up with a set of rules that would work for the city. there are new restrictions that did not exist before for food trucks and there are loosening o
